Let's start with a fact number 1:
When the federal government passes a budget, it does indeed become law. The budget process involves both chambers of Congress passing appropriations bills, which are then sent to the President for approval. Once the President signs these bills, they become law (Wikipedia).
And here is fact number 2:
Regarding the President's adherence to the budget, the President is legally required to follow the budget as passed by Congress. The Constitution grants Congress the power of the purse, meaning only Congress can authorize federal spending. The President must execute these laws faithfully. If the President unilaterally decides not to follow the budget, it can be considered a violation of the law. The Impoundment Control Act of 1974 (ICA) was specifically enacted to prevent the President from withholding funds that Congress has appropriated.

The Department of Government Efficiency (DOGE) website lists various canceled contracts and spending reductions as part of its efforts to cut federal costs, and many if not most of these cancellations likely constitute violations of the ICA.

Under normal administrations, the Government Accountability Office (GAO) is responsible for investigating potential violations of the ICA. But with this administration, with its corruption, it is unlikely to take action.
The ICA requires the President to spend funds as appropriated by Congress, and any unilateral action to withhold or cancel these funds without congressional approval can be considered a violation23. If the cancellations listed by DOGE were done without following the proper legal procedures, such as notifying Congress and obtaining approval, they could potentially be seen as violations of the ICA.
